Can someone explain a bit about the wheels on the new 2009 F1 cars ?....

Round, static disks are covering up the wheels' flanges. On the front ones sort of a flat, tube like extension can be seen which partly covers the tires.... Airscoop maybe.... ?? The aft wheel disks do not seem to have this 'scoop' thingy...

Any good close-up photo of these new wheel disks ??....

Also, what exactly is the function of the contraption that race car drivers wear behind their helmets.... ? 'Anti-Whiplash' or something.....?

The covers are an aerodynamic feature and the scoops on the front are air ducts to supply cool air to the front brakes.

The head restraint is what is known as the 'HANS' device and it is now a compulsory piece of equipment in many racing classes around the globe. More info can be found here....
