A question about pilot-controlled runway lights.....

I know that in some sceneries, it is possible to turn on runway lights at small airports, using ADF frequencies.

Using a program such as FlightSim Commander, or a program similar to it; is it possible to add that feature to existing sceneries in FSX?

No, it is not. The technique involves quite a bit of behind the scenes .asm editing by the developer, and the use of FS2004 "technology" in the process. :(
 
Basically, you can use MDL Tweaker program to add a condition to models so that they only appear when you have set a radio frequency to the right number. MDL tweaker only works on FS9 models though (as FSX models don't use the .asm coding Bill mentions). And you need to have access to the model files. And then you need to place your tweaked models about the runway and turn off any normal afcad lights.

For those reasons it is usually the developer that decides whether or not to use PAL as it is a fair bit of work to add them retrospectively.
