Adobe Photoshop CS3 dilema ------HELP!

I'm really baffled by this. I'm trying to stroke an object in a layer (no pun intended..lol) For some reason those effect settings will not show up. It's there, but grayed out for some reason. I tried making the object the top layer in the stack to see if that made a difference. Nope. Didn't think so anyway but, had to try.

I can not figure this out. It's driving me nuts. HELP!!!

As test I created a new template to test if it's photoshop in general. It's not.

From the screenshot, it looks as though the layer you're trying to stroke is a child of the one below it, which is turned off. Try turning on that parent layer and applying the stroke to it instead - the child will assume the stroke.
