Ditto for me, on your question!
It has been quite a while, but I kinda recall 'somebody' did have a working copy. I think it involved hacking into the tool itself, and correcting the file type it produced, or correcting a pathway, or something of that nature.
But, also recall something about it could not be released, because of MS copyrights. Also said (I think) that it was okay to have 'your own" hacked copy...just couldn't pass it out.
MS should have just fixed the damn thing, and make no big deal of it.

Just a guess, but is the tool tucked away at the korean Skies site?

Good thought, but unfortunately not, though there are some useful bits there.
