This is not what I was looking for.
There is a file that you edit each window in the cfs3config.exe file.

The xml file I pointed to contains all the values for each of the windows that you can open when you run cfs3config.exe.

cfs3config.exe itself is located in the same directory as your main cfs3.exe game file.

First of all you need to have the Aircraft Detail setting at 4 or 5.
 
like the Major said. you can edit texture sizes directly in the configoverrides file - suggest increasing texture sizes significantly if you have a moder graphics card - say 4096?
