Microsoft Flight Simulator: City Update IX highlights select locations throughout the northeastern United States with updated aerial imagery, new digital elevation models, and TIN (triangulated irregular network) surface texturing. The update includes the Washington, DC region; Buffalo, New York; Allentown, Pennsylvania area; and the East End of Long Island, New York. They are the latest enhancements to the immersive and ever-improving Microsoft Flight Simulator world experience!

There is a small City Up[date for City Update III: Texas also. Go to the Marketplace, open World, and scroll to the bottom where the World and City Updates are.

It doesn't seem to. I had thought about the same thing. Here are four screens, all use the new City Update: Northeastern United States and the wonderful Drzewiecki Design Washington, DC scenery.

Not just DC, but I took a flight around Buffalo. Nice, even the static trains are 3D. But the developers didn't go far enough out, the missed Highmark Stadium, home of the Bills, by a mile, no Photogrammetry.

WOW! Makes me wonder if I should remove the Washington DC scenery by Drzewiecki Design and test it out with the City Update only?

I've been considering the same thing, even if I guess we would lose the tenants of the White House, which Drzewiecki updates regularly when appropriate :unsure:
