CK's France, FR - Etain-Rouveres is missing its backdrop

I'm been going through my ETO install and noticed that Etain-Rouaveres is missing its backdrop. Now typically I have encountered this issue when the an associated .bmp is missing is the texture folder, but that is not the case here. When when I removed and replaced the titled .bpm file, the backdrop did not appear.

Here's a copy directly from my working installation. It's working. If this does ot work, something else must be amiss.

Hi Captain. Something else must be going on, because those file match the same ones that I have installed.

I have the same problem with Achim's Penemuende.
