Curious Case of Lag

Anyone else ever have this sort of issue? I am up and flying at my locked frame rate but when I go to change a sound volume level setting or change a joystick command frames drop down to around 4 and stay there. Yet changing display settings doesnt cause this plummeting in frames...

I have a similar problem but mine drops to 6 or 7 then back up again causing stuttering. Happens most when landing and on ground. Reducing graphics levels has little effect. My machine should be able to run flat out at max settings.????
