Simple zap marks and the cross is POST WWII (modern) Luftwaffe. This type of thing goes on all the time when aircraft spend at least one night (pilot at the Officers club and not guarding his aircraft) and especially over extended stays.Was this supposed to be a Dutch or German repaint?
The flag on the tail is dutch (except for the small German flag, but the cross is German WWII erra. This is an insult to the Dutch. NOT funny at all!

I recall one account back when both USAF and Navy F-4's were both painted gray over white. A couple of one service were "reassigned" to the other when they stayed overnight and turned their backs.
Here's an account of an RAF T.2 Harrier being repainted pink after a week of sitting idle at a French base.
