All I can say is - pity the poor buggers who would use it with a howling wind of about 50kts your headwind, turns into a crosswind turns into a tailwind. Not to mention the stresses on the undercarriage doing a permanent ground loop at take off speeds.
 
That concept is a big bag of bollocks. That thing would be a safety hazard by all means.
If you really want an endlessly flexible runway, pave a circle with a 10000 ft diameter with an EMALS ring around it and figure out how to implement moving ILS equipment and flexible lighting to allow safe landings from all directions.
