Do you need to install the NEK before ETO? or can it run without it? BTW where can I get the PTO and MAW addons?

ETO has the NEK already included. You should only install ETO to a plain copy of CFS3 which has been updated to 3.1a. See the sticky threads for links to get ETO and MAW.
