I do agree in the sense that the borderline teams such as Sauber & Force India could use a bit more financial assistance....

This has been around for quite some time and is one of those joint 'Max and Bernie' projects.
I'd be more inclined to see the FIA investigated, given they are (IMHO) very corrupt and inflexible.
Generally speaking, Ferrari and RBR get a caning about this these days but McLaren, Bennetton and Williams have been long time beneficiaries.
To be frank, not allowing the smaller teams a decent share of the revenue is an absolutely stupid way to run a business, with a decent financial base they should become more competitive which should increase interest in the series.
Then again, the Fat Cats are always demanding more and more.
