Piglets Scrofa. It takes quite a bit to get it there, but flat spins are possible. And fun!

Can't imagine full forward elevator - not breaking the stall - and rotating out of the sky being a whole lot of fun. Flat spins are always possible - just get your CG far enough aft.
 
That's a really cool screenshot. For a moment, I thought were illustrating the concept with a real-world photo. Then I saw that it was indeed Piglet's plane. Good one!
 
It took some doing to pull a FS. The canards don't want to hold it long enough and the engine is under powered. Fun none the less. The Scrofa is a great model
 
Spins in FS come from other stability derivitives (read fudge factors) set in the airfile rather than an aft CG, which is one of the several ways in which it deviates from real aerodynamics.

One of the most hilarious example of this was a plane that had a minus sign in front of the brake scalar, and would accelerate if the brakes were applied, even without the engine running....
