Flight Environment X Error problem

I am trying to download and install some of the custom texture sets for FEX and i keep getting error code 21, the download almost completes and I get the error.

I am using the original version as I do not want to update to the newest version so that may be the problem, I just like things the way they were before the changes but the system may be refusing to allow me to use it without an update..anyone else have this problem?
