The Poison Dwarf attempted to do so with a subscription service that was actually very well packaged, I would have signed up myself as the coverage was that good and the cost was less than Cable.
In his infinite wisdom the stupid little man only made it available to 'Europe' an IIRC the UK.
Not sure if he tested the US but Australia and New Zealand were never considered.
