FPS issue only in a "fur ball" Can I fix this?

Here are my specs. 550 watts of power,Athlon 64 FX60 cpu, 4 Gigs of ram, Raptor 74GB @ 10,000rpm drive, GeForce GTX260 video card (896GB), win XP PRO,all seen on a Dell2405 Wide screen @1900 X 1200.

I am now playing with sliders at 2's except clouds are at 1 and get 40 to high 50's Fraps until we get in a up close furball down low over the forest an it goes to less than 20 and every time I shoot and score hits the Fraps drops to 10 or less and just "studders' into a mess of frame by frame jumps.

Some of you talk about "over clocking" your CPU and /or Video Card-- How do you do that??? A link to simple step by step instructions would be helpfull.

Are their any upgrades I could do to this rig? FYI--- the motherboard is a Asus A8N32-SLI deluxe AMD Socket 939. I did run Two 512 cards in SLI but tird of trying to find the exact card when one went out and ended up buying Two new cards and tossing the one--- WASTEFULL.

Maybe a new computer and use this one for pasteing rifle targets on.
