Yes!!!!!!.....the best is here. Hi Fi´s X-Graphics, I change wave situation according to where I fly...recommend it.

Your solution is FS Water Configurator and can be found here:

It is freeware and very effective.
Even better results can be obtained by using (in addition to the above) a payware environment addon like REX2 or XGraphics like Gera proposed above.

I have REX2 but I want something such as the water scaling feature in FSWC+.

Yes, FSWC will allow you to tweak your water reflections and color, but not modify the "size" of the waves.
