So that when the plate is no longer needed, either due to a ship refit or scrapping of the vessel, the plate can be sold with a guarantee of chemical composition and nickel content.
From 1940 to 1962, ships were scrapped under the BISCO system, the RN has required tenders from the demolition firms for the actual scrapping of the vessels. These firms scrap the ships and sell what they can and their fee is taken from this total and the remainder went back to the RN or MoD as it is now.
Before, the ship was bought outright by the demolition firms and they would get what they could for it, even selling plates back to the RN or other equipment like boats.
