Global Layer gsl

Can anybody remind me where to find the utility that makes the gsl from a modified Global Layer file and what it is called?
 
That's it. I'm trying to rebuild my CFS3 from scratch on a new computer and it's been years since I orginally set up everything on the machine that melted down last week.
