How can I do this?

In FSX Rich.. you can't to the best of my knowledge. You couldn't really pan in FS9 in 2D although additional views were often added matching POV hat positions giving the same effect.

Exactly, a 2D panel is just that. . .2d/nondimensional, no way to pan a flat plane. That's why as Dave mentions, views were used to give a similar, although broken, effect.
 
You can do this, as you could with FS9, only a different procedure.

Look in C:\Users\your name\AppData\Roaming\Microsoft\FSX for the cameras.cfg and open it with Notepad.

At the top you should see something like...

Change both Ordinal entries to Swivel and you can pan the 2D panel.

Play with changing the 2 False entries to True and see what you like.

Also, and I didn't test this, you might add...

HeadingPanRate=75

...to that [CameraDefinition] and test different values.

Lane, that works a treat. Thank you very much. It was easy in FS9 to add one line to the cfg file but I couldn't figure it out in fsx at all.

I guess I don't quite get it. Apparently I took your question literally, which wasn't really what you were asking. I tried the settings and went to an aircraft that has a 2D panel to test. The only thing that pans (as I had already guessed) was the background. Why is that necessary?
 
2d panels are exactly that as stated above and at best you can pan right, left, up and down. Camera definitions create a 3d environment that can rotate the view based on the camera location which can be anywhere in a 3d cordinate system.

The other 20% I want to see more scenery so I go to the 2d panel, hit w a few times (actually I have this setup on one hotkey on my joystick), and it's all scenery. All of my flying is low and slow or bush in a ga or bush type aircraft. This fix allows me to pan around while in the 2d cockpit (without the actual cockpit).
 
You can use the hat switch (coolee) on your joystick to change OUTSIDE view direction. If you don't have a joystick you can use NUMPAD keys (with Num Lock On) to change OUTSIDE view direction. The 'side' view position will depend on the cfg's (Views) setting.

Got it. . .I used to do that when I was first learning to fly in the sim so I had a better field of vision.
