How do you increase/decrease time?

There was a file to edit in P2 that allowed you to increase or decrease the passage of time 2x, 4x, 8x, etc. (Not the warp.) I thought I'd read somewhere that this had been built into P3. What is the keyboard command? Or is a file edit required? (Same as P2?)
