How to enable Trackir ?

I am afraid that you will have to give me a little more to go on than that. LOL What sim are you struggling with? Have you downloaded and read the TrackIR manual? (To know if you have it set up right) A good place to start with problems is always the manual or documentation. Also, YouTube is full of tutorials about TrackIR.
