I need a tip on how to remove tips

I have a problem with cockpit tips, they keep popping up on the screen even though I have it switched off in the settings page.
I have checked the FS9 CFG and the setting for quicktips is =0, which I assume is off. The obvious question has to be how do I turn it off? The less obvious question is what is causing the false reading? I am assuming that there might be another file somwhere overiding the FS9CFG.

While I am asking questions, how do I alter the view point from the 2D panel? I thought I knew, but nothing happens when I edit the panel CFG.
 
Settings--Realism--- on the top-right uncheck "Display flying tips" to turn off. (most simmers don't use this. These are the pop-up tips that tell you things like you started the engines incorrectly, your bank angle is too steep, etc.)

Settings--General --- select "Show cockpit Tooltips" if you want your gauges and switches identified when you do a mouse-over. (most simmers do keep this one activated)


2D panel Viewpoint:
You need a Views section at the beginning of the panel.cfg. If there isn't one, you can add it in, if you do have a Views section then the "VIEW_FORWARD_DIR=" line will adjust your 2D views.
