I think it's a sham. Somebody is doing a spoof. I scrolled on down the rest of it and comments suggest this V4 invoice maybe a joke.

Somebody on the French forums also did that with success, so it's not a joke.
Remember there was also a webpage for v4 beta tester hiring on the Prepar3D website not so long ago...

The Lockheed Martin, Prepar3D site only mentions version 3.4. Definitely when Version 4 is available this is where it would show up.
