I was wondering the same thing. Found one called from Just Flight called "Traffic". It appears to be very limited as far as a variety of language/accents..."the voices included in Traffic are one US English, two British English and one English voice with a German accent."
Are international default language files available? Perhaps it would be possible to swap out the default English ATC voices for Russian language ATC files when flying in Russia for instance.

The only thing I can think of is RadarContact. A payware program that runs parallel with FS and replaces the built in ATC engine entirely. They had a number of folks from around the world record the required phrases and you can pick and choose which one you like.
The language is of course still english....which as mentioned before is the agreed upon standard for all international flight operations.
I have read stories about flights in certain parts of the world where local pilots and controllers might converse in their native tounge on occasion....but usually that stops as soon as an international flight is on the frequency.

This has been for me one of my biggest wishes for FS. I almost never fly inside of the USA and Canada except for rare occasions (mostly I do short bush flying there in the beautiful mountains scenery), but almost 100% of my flights are in Japan and sometimes in Europe/Russia, so it always spoils the effect of immersion for me to hear the same accent everywhere. Sometimes I don't even activate ATC because of it, which of course is no solution.

This was one of the most serious attempts at authentic ATC.
It has regional accents (one of which I voiced, and so got a complimentary copy!) but to my shame I've never got it running, as it is a real heavyweight.
