JF C-46 Tool Tips

Anyone know if the tool tips are turned on for the C-46 panel? If not, is there any way to turn them on?
 
I don't know if it helps but the only time I found tooltips weren't working was in DX10 mode full-screen. Changing to Windowed mode brought them back.
 
Which FS are you using? - there are ways to select / deselect tips in different FS versions
 
SOLVED! You would think after flying the sim for all these years I would have enough sense to turn on the option for Tool Tips. Problem solved. Thanks to all for your suggestions.
