JHS_Rus scenery causes CTD

I am rebuilding Europe install and well when i put the JHS_RUS scenery i keep getting a CTD. I remove it and everything works right again.

Does anyone have any idae of how to get it to work right?

I hit the layer limit on scenery.dat. figured that out running some experiments.
