If you're meaning MAIW packages in FSX, you can find instructions and caveats here.
You have to install manually.

Search for Allen Laughmiller on Avsim. He does some great military and civilian airports for FSX which are designed to be used with MAIW packs.

The file required is "kluf_luke_afb_v1_1.zip" at AVSIM.
