My Question is: Has Microsft closed his server for ever?

Gamespy was not owned by Microsoft. A company called Glu purchased Gamespy in August this year from IGN (the original makers of Gamespy).

This is where things get interesting. According to some people Glu upped the prices and when publishers didn't pay they shut down those servers. According to Glu some publishers were behind in their payments so they shut the servers down.
