I thought I share this in case others struggle with the same problem.
My system: W7 64 Pro – DirectX 11 - everything else is recent or up-to-date.
Problem: DCS World 1.2.5 (download version) installs flawlessly. However, when trying to launch, Error message appears claiming that d3dx9_43.dll is missing. A search reveals this to be true.
Many differing opinions on the interweb as to the solution. The one that worked for me without a hitch:

I'm posting this link because another page with exactly the same content resulted in me downloading a corrupt file, a dud.
