NAS Alameda (KNGZ) Re-activation

Yesterday I was trying to remember if I had ever installed a scenery update to re-activate NAS Alameda (KNGZ) in FSX. Before I started browsing in files I booted up FSX to see what it looked like. It's on the default airport selection for CA but... not only is it closed in the sim (as it should be, it closed in real life in 1997), but it's incomplete. Two closed runways, several taxiways, hangars but no parking ramps, parking ramps across runways. You can create a flight but your plane starts out on grass in the middle of the field. My question - or maybe I should say my first question - is, where do I start to make Alameda operational? ADE? Should I attempt to modify the default airfield, or make a new one?
