Quite right but EADS counter offer still forced Boeing to improve on its initial offer (the one made before EADS joined in) making the deal less outrageous for the US tax payer... This is a very good thing for the US tax payer and I suspect it was a secondary goal for EADS: make sure that the Pentagon would not pour money into Boeing through overpriced programs, an other way to subsidize...
