Since no one bothered to answer you, I will.
The answer is "yes", however it involves using static rather than moving carriers, as in FS9. As FSX has moving carriers, most folks here don't seem all that interested in static carriers and what you can with them.
You can import some of the older FS9 static cv's, like the Royal Ark and old AS Big E, as I have. Remember, moving carriers are AI, whereas static ones are scenery objects. The long and short of it is if you are resourceful and willing to experiment you can have the carrier aircraft AI fly on and off the cv's, do TNG patterns, fly land to ship and vice versa. You also should be able to "plant" (non moving) scenery objects, tugs and cranes - to the extent anyone has already made them - using ADEX or other placement tools.
I converted the CV-34 Oriskany available in the Library to a static scenery object using the MDX converter tool, parked her right in the middle of Yankee Station off Nam and then built custom AI with AD-1's, A-4's, A-3's, E-2C's, F-8U's all landing and taking off. Certainly does bring the area to life. (I also have fleets of moving CVs, eg CV-41, CV-61, CV-63, SDB Big E out there - but AI won't work on those). You have to be experienced at making AI traffic. You also need to be experienced with making airport scenery with ADEX. One problem with fixed carriers in FSX is that you need to make a second airport over the main one used by the AI as an "ocean flatten" bgl, otherwise the ocean will rise up to the level of the deck.
