Pseudo Full Screen and FS2004

In the process of re installing FS2004. Because I use multi monitors I find that Alt & Enter for full screen mode in FS9 & FSX does not work well. So I use Pseudo Full Screen instead. Problem is that I am sure it previously worked with FS2004, now with the new install it doesn't. Key press for PseudoFS is WIN Key & F11 normally. Any ideas?

This post says you need to run PFS as an Administrator and in Compatibility mode.

I use Borderless Gaming for FSX and it works really well.
