You might want to try this for a swifter internet navigation and download. The QoScheduler Protocol found in your Xp protocol definition menu usually has a check which makes it available.....In early Internet years this "Quality of Service" protocol was used specially with down streams of data. Some ISP don´t even use it anymore, some still do.....anyway it reserves buffer space which if not needed is just wasting space......you can try to see if your "surfing speed gets better and downloads also" just by disabilitating on your menu.....if you see adverce situations ( check streaming video) just click it on again......
