7-zip http://www.7-zip.org/ will also handle RAR archives and is open-source software (free).
It will also handle ZIP and CAB files along with several other archive formats so you can use it for pretty much any archive you've got to unpack.
You can associate it with whichever archives you choose too, so you can still keep your file preferences to use Window's built-in PKZip-based utility for ZIPs if you so choose.
I've got two paid licenses for WinRAR and still love it but on my new Windows7 rig I've been using just 7-Zip and have been very happy with it so far (except that I can't create RAR archives with it...just unpack them).
