...Picked this up today at NPR. Looks like a conflict is a brewing between the Air Force and the local ranchers and a regional airport/airstrip.

Is there no civilian oversight of airspace?

There are a lot of large MOA's up here precisely because they can avoid these kinds of conflict. This is not a good ranching area.
