Scenery installation, library won't save.

Hello all.
I'm having a slight issue. My scenery installation process is totally normal, to a point. I install the scenery to the Addon Scenery folder, then I go into the sim, enter the scenery library, add the areas, then I exit the simulator and restart. At first it is normal, the new airports/scenery works fine, I exit the simulator, and when I come back later, the scenery library is back to the way it was before, (nothing in the library, new areas not added) and none of the new scenery works.
What is going on?
I'm sure it's something simple and stupid I am overlooking, knowing me.

after exiting in the root folder look for your scenery.cfg, open with notepad, see if the alterations are there? If so, fine, locate and delete the scenery new.cfg (or something like that), that will stop the working one being replaced on sim launch. If the additions are not there, rename your scenery.cfg to a backup state, rename the new one to scenery.cfg. Then locate your FS cfg files in your document folder, there will/may be a scenery.cfg in ther too, delete it/backit up.

Try a launch, it's worked for me in the past.

Okay, I tried what you have mentioned above. I even had to resort to deleting the scenery.cfg and it's copies in the main FS9 folder, leaving only the main scenery.cfg in the folder containing the FS9.cfg. It is still giving me the same issue.
Perhaps a re-install will do the trick?
 
If you are using System 7 you need to right click in the white space of the box that comes up. It will go away and your scenery will be added.

You also need to remove the file scenery.dat from main fs9 folder; a new one will be created when you re-launch from the scenery.cfg; otherwise the .dat file re-writes the .cfg to match itself.

Still no luck, have been doing the white-space trick for awhile now, and the scenery.dat has been annihilated, something is clearly wrong, I'm probably just going to do a re-install.
FS9 takes a mere 15 minutes to install anyway.
