SF8 Port-Over to FSX

Mine is also a Logitech Extreme 3D Pro (Twistgrip), but for my setup, the speedbrake is mapped to one of the three buttons on the CH Pro Throttle. Maybe there's something with that which allows the speedbrake to work?

I hadn't thought of this until now, but where is the speed brake switch in the sim - and where do you have it programmed to - on your own throttle as well.

Speed Brake handle is just to the left of the Throttle and I have it mapped to a button on my CH Pro Throttle.
 
That's just it, the SB switch is mapped to your throttle - exactly as it is in the model in the sim. I have to move my cursor over the three-position sliding switch on the top of the thrust lever/throttle in the sim, and click "+" or "-" there to get a response - not the black-knobbed lever above the thrust lever, which is an emergency SB control. Interesting. The way your speed brake switch is set up mirrors exactly the way it is set up in the sim.
