Avsim was hacked and pretty well destroyed a few months ago. The site, along with most of the files, has been restored, but Google could be pointing you to the old file location or it might be one of the files that could not be recovered.
 
Yep, listed but File Not Available.
Likely one that was lost or still not re-indexed in the database.
A lot of Peter's panels on FlightSim but not the A-1 that I could find

I believe that AvSim had a thread in the forums where you could post files like this and they'd try to get them hooked up
