Plugging the info into Google Earth, the site is about 4 nm from KBUR and over 10nm from KVNY (not the 3 being reported).

That being said, from El Monte to KVNY (24 nm) is one of the sparsest areas in the basin as far as airports are concerned. Press coverage indicates he reported it initially to ATC in the vicinity of El Monte (EMT).
It's night, a rough-running engine, over a heavily-populated area. EMT has lights.
