Just a simple question: how can I designate a water area to be an airport for seaplanes in FS9? Please keep it simple for my simple brain. I can make a pier beautiful with EZ scenery and make flying boat bases across the US.

All you need is an AFCAD file (made with the program AFCAD, which I believe is available at FlightSim.com.) All you need to know is in the instructions.

If you're just going to fly to and from there, all you need for the "airport" is a start location. You don't even need a runway. The airport information (name, etc.) that you enter when you create the airport will determine how it shows up on your Go To Airport menu, and that's all you really need.

Parking spaces are optional; you could put one next to the dock, or just put the start location next to the dock instead. You could also put in some basic navaids so you can find it from a distance or at night, but that's not necessary; it's up to you if you want that stuff.

If you want AI planes to use it, that gets more complicated. You'd need runways, taxiways and parking. You'll also need the program Traffic Tools to set up AI flights.
