as I told you, I had never tried this addon. Now, on reading your post, I have looked at the files and found this:
1- You need the vbrun300.dll in your system
2- On opening with notepad the cfsme.ini you can find
[CfsMe]
; This is the folder where you store your missions
cfsdir=c:\Fs\Cfs2
missiondir=c:\Fs\Cfs2\Missions
map=c:\cfswork\LoWorld.dat
printfile=c:\cfswork\print.txt
; Example alternatives
;cfsdir=c:\Progra~1\CombatFS
You should change the blue lines to point to your Cfs2 path
You could change the red lines to poin to a path you should be comfortable with: maybe under your Cfs2 install.
Both the cfsme.dll and vbasm.dll I don't know if them should be placed in the MODULES folder of Cfs2, in the System32 folder under the WINDOWS one, or left in the work folder for this addon: I suspect the good one is the last option. Anyway you can try all of them.

Just installed it, leaving the dlls in the cfsme folder and creating a folder under a Cfs2 install to put in the LoWorld.dat modifying accordingly the paths and it works (at least, it lets create a new mission...). I had to install the vbrun300.dll in the Sytem32 folder.
