Sorry, I've looked at the various software and thread areas for how to activate the quick-pan/smooth scroll view for my joystick hat. I can only get the typical 9-views instead of smooth scrolling. Also need the snap back key. Scroll-lock key doesn't seem to be the toggle.

Scroll-lock button toggles it normally. Must be something screwy there.
 
Seeing how it is a listed key command, you should be able to change it to any key/button you want.
 
If it is a listed key command, then I'm being really dense on this game. I pulled down the View selections via Esc to show the commands and cannot figure out which of the dozen or so views is "Pan, Glide" or whatever it is called.

Thank you for the list; that is also in the .pdf file included with the disk as well as in the Esc feature. However, which of those various keys allows smoooth scrolling of the view ultimately over the left shoulder and the right? I tried the pan left and pan right keys (shift+num 4 and 6) to no avail as well as a variety of others.

Thanks for the help.
 
Do you have TIR too?
If not sounds like your joystick hat needs assigning (works here without any changes).

What you want, is this command: Toggle Scroll/Snap View Scroll Lock

Best change it to knob on the joystick top (Button for dropping bombs or so).
When you pressit, your view changes from fixed views to glide view, or back, when you want to check your six quickly. Very helpful.

To center view, I think, was: Eyepoint (Move Forward) Ctrl + Backspace

Should also be put on a button upon joystick.
You can change views by pressing "escape" in game, and go to "Controls".

I appreciate all the help-- you all may not believe this, but I have no SCROLL LOCK key on my keyboard-- it is a Logitech wireless Wave, and based on the set-up screen and specific text for this keyboard, there is no Scroll Lock key. Is this "soft-coded" in OFF somewhere so that I may change this Scroll Lock toggle switch to another key?

You got me wrong, LeBlaque. Forget about your keyboard, it's alright as it is, I'm sure.

At the start of a flight, you press "escape".
Then, in the menue at the right, you click "Controls"

There, you choose "view controls", and look for the command: "Toggle Scroll/Snap View"

You can assign a button to it now, like I described above.

Thank you very much, was able to get smooth scroll by assigning to my joystick (finally).

Now if I may, (I'm thinking too much RB3D I suppose), how do you "bracket"/select an enemy target and place it in permanent padlock view. I appear to be trying to use the Tab key and the tilde/accent key with little success....

Padlock view (toggle) is '(accent) or button 8 on your joystick
Next target is tab key or button 7 on the joystick
