Thunderbird callsign in FSX

Is there a way to enable FSX to use the "Thunderbird" call sign for an F-16 in FSX? I tried making the airline name Thunderbird in the .cfg file but it is probably not one of the names in the voicepack or if it is I am not using the right syntax in the .cfg file.
 
MAIW has the THUNDERBIRD callsign included in their Nellis AFB package. Use the EditVoicePackX freeware tool to import the file THUNDERBIRD.vcpmod into your FSX ATC voicepack. The instructions are included in the MAIW Nellis AFB package.

If that is done, just make sure your F-16 aircraft.cfg has this line in the proper [fltsim.*] section:

atc_airline=THUNDERBIRD
