The problem is that most of the scenery was made some time ago using an old tool called Ground2K. This tempermental tool, quite difficult to work with has a flaw, in that it is impossible to make scenery for the western hemisphere.
Sander was working on a new set of tools that would allow us to try to make scenery for anywhere on the planet, but the work remains incomplete.
Plus, as you can see from the list of uploaders, the pool of talent is quite small, & even we like to spend at least some of our recreation time flying in the sim instead of building scenery for it ...
