I haven't seen anything about the water described in detail yet and would like to more as well. I've been impressed by the look of the water in the various videos/screenshots put out so-far. I've noticed different wave sizes (heights?), and different wave patterns, and assume the waves are driven by the wind in the sim (based on everything else being incorporated, I wouldn't be surprised in the least if that is the case).
This recent shot would suggest that even whitecaps/sea foam is simulated (perhaps one of the procedural-based effects that will appear as you get closer to the water's surface and generated based on the weather conditions/wind).

As you'd mentioned the quality of the water effects shown certainly seems to indicate a high level of development.
