They won't do that because a lot of people would miss a portion of the beginning while they are stuck out on the freeway.

In a couple hours if it is still raining just switch over to the NHRA in Az. I can assure you it's not raining here.
 
Wouldn't have made much difference. When they do start a race early, based on weather, it's never more than 30 minutes or an hour early. Probably lots of legal stuff involved, like TV schedules and such. Looking like a Monday Daytona 500 at this point...
 
The Daytona 500 features a lot of pre-race festivities and music, that costs money, fans pay big money for the tickets to see it, so NASCAR is not going to short the fans on the entertainment.

NASCAR did get the race restarted and it ran for the full 500 miles. It was a great finish with Junior in first and Hamlin in second.
