yweek to slow down road traffic

I'm sure there is a tweek to slow down road traffic, but can't remember what it is. Can anyone point me in the right direction ?

Think this is the one your're thinking of.
Changes sim.cfg values in simobjects\groundvehicles.
Found this in a simouthouse forum reply from GaryGB dated November 14, 2009.
I have it installed and like it.
