From my interpretation, he was CPU bottlenecked almost all the way up to very high and was hitting CPU temperatures where it would have to start thermal throttling (99+).

Take these results with a grain of salt.

I noticed that too. But not just that, the single 2080Ti was running hotter then the SLI config and that the 2 card was hotter then the top
card. He also did all this testing in 4K, I'd like to see the results for 1080p and 1440 (2K) as most people are still running 1080p monitors.

On a side note that was not an I7 cpu, he has an I9 7900x and using an x299 motherboard.

I stand corrected, indeed an i9, and I am even more sorry for it. Thought I saw 7700k.
 
Rob will be testing a new setup using these parts...

He says the i9-9900K is cheap for $530... I guess so comparing the price of a i9-7900K.

Yeah that's the pre-order price as Intel just announced the cpu's yesterday and will be the only one that will have hyperthreading.
If you don't want to spend that kinda coin on Intel, you can get the AMD Ryzen 2700x and a good motherboard for the same price.
They both are 8 core 16 thread cpu's, the only difference is the Intel chip clocks higher.

+7%, graphic score +16%. Not many



TimeSpy

+28%, graphic score +39% (not bad!).



Nice temperatures:



DCS - 80-90 fps vs 90-125 fps. Here is nice for me it was near +15-25 fps more.
IL-2 - small difference 110-130 fps, from now 120-144
P3Dv4 - very small impact 5-8 fps (for examlpe 60-65, from now is 65-73 the same location) but noticed less stutter in all the time (perhaps better GDDR6 RAM).

2 cents from my side. The best results has DCS, the worse P3Dv4.3
